The Changi Animal & Plant Quarantine Station (CAPQ) is the inspection and quarantine station for all animals and birds entering or leaving Singapore via Changi International Airport. Located within Changi Airfreight Centre, CAPQ conducts mandatory inspections for all animals entering Singapore through Changi Airport. Your imported pet must be inspected at CAPQ upon arrival in Singapore. Please contact us if your animal is arriving via other ports of entry.
Before arriving with your pet
Obtain a Customs In-Payment (GST) permit. Please refer to Singapore Customs website on Importing Personal Pets for more details.
Make an appointment for your pet’s inspection by submitting a request via our eservices - National Parks Board (NParks). Your request must be submitted at least five days before your pet’s arrival.
Bringing your pet for inspection without making an appointment will subject you to an inspection fee of S$133 per hour or part thereof.

Clearance procedure upon pet’s arrival
Different import clearance procedures will be effected depending on whether your pet is imported as manifested cargo or excess baggage.
Clearance procedure if your pet is imported as accompanied/excess baggage
After disembarking the aircraft, proceed to the Lost & Found counter located at the arrival hall near the baggage belt.
Hand over your animal in an IATA approved animal container to the Lost & Found counter.
Sign the handing over form.
You are not allowed to take your pet out of the Customs and Immigration area in the arrival hall of the Passenger Terminal.
Your pet will be transferred to AVS’ CAPQ office by the relevant ground handling agent (SATS/DNATA) for inspection and clearance.
Proceed to CAPQ with your pet’s:
Original veterinary health certificate;
Original vaccination records;
Original rabies serology test result; and
Your AVS import licence.
Clearance procedure upon pet’s arrival if your pet is imported as manifested cargo
Present a copy of your AVS import licence and your identity card or passport at the Police Pass Office of Changi Airfreight Centre, located at the entrance of the cargo complex.
Receive a Visitor’s Pass.
Proceed to the cargo office (SATS/DNATA) of the relevant airline that carried your pet into Singapore.
At SATS/DNATA, produce the original AVS import licence and collect all the documents accompanying your pet, including:
Original veterinary health certificate;
Original vaccination records;
Original rabies serology test result;
Airway bill; and
Captain’s declaration (where applicable).
Pet animals will now be transferred directly from the aircraft to Changi Animal & Plant Quarantine Station by the relevant ground handling agent (SATS/DNATA).
Proceed immediately to CAPQ, with your pet’s documents for inspection and clearance.

Inspection at CAPQ
At CAPQ, an officer will examine your pet and check the required accompanying documents. These documents include:
The AVS-issued import licence
Vaccination records
The animal’s rabies antibody level laboratory report
The government-endorsed veterinary health certificate issued by the exporting country
Pets that do not need to be quarantined will be released if they are deemed clinically healthy, and all import requirements are met.
To ensure a smooth clearance from Changi Airfreight Centre, please make sure that you have obtained a Customs In-payment (GST) permit for your pet.
Animals that arrive outside of CAPQ’s opening hours will be held at the respective ground handling agent’s animal holding areas until the next working day.
Animals subject to quarantine
Pets that need to be quarantined will be held at CAPQ after the inspection. An AVS-appointed transport service will be arranged to send your pet to Animal Quarantine Centre (AQC) for quarantine. Please refer to here for the list of fees related to quarantine at AQC.
