Bringing in pet food and feed for non-food producing animals
Each consignment of pet food (including treats and supplements) and feed for non-food producing animals must be accompanied by a Cargo Clearance Permit (CCP), which also serves as an AVS-issued import permit.
Consignments that are not accompanied by a CCP will be detained and disposed of. Please ensure that a CCP has been obtained before the consignment leaves the Free Trade Zone (FTZ).
The steps below will help you obtain a Cargo Clearance Permit (CCP) to import pet food and feed for non-food producing animals.
1. Declare the items intended for import.
Log in to TradeNet and declare the items intended for import under the appropriate HS and product codes.
If you do not have a TradeNet account, you can appoint an agent to make the declaration on your behalf.
2. Upload the necessary supporting documents to your declaration.
Feed containing meat ingredients:
Health Certificate issued by veterinary authority of the exporting country
Invoice
Packing list
Bill of lading/Airway bill
Feed not containing meat ingredients:
Manufacturer’s Declaration (certifying that the products do not contain meat/meat products and is meant for pet animal or non-food producing animal consumption only)
Ingredient list from the manufacturer
Invoice
Packing list
Bill of lading/Airway bill
The manufacturer’s declaration and ingredient list should be in letterhead, dated and signed by an authorised personnel of the manufacturing company.
Your TradeNet declaration will be routed to us for processing and it will take 1 working day to process.
3. Pay the permit fee.
4. Download or print the Cargo Clearance Permit.
Please keep a copy of the Cargo Clearnce Permit after you have successfully obtained it.
You can check the status of your declaration via TradeNet.
Pet food and feed for non-food producing animals containing meat or meat products
Pet food and feed for non-food producing animals containing meat or meat products must be accompanied by a health certificate issued by the veterinary authority of exporting country.
In addition, pre-import approval of source (both product and manufacturing plant) must be obtained for feed manufactured in non-scheduled countries.

Pilot trial for self-declaration of pre-import approval for heat-treated pet food and feed for non-food producing animals
There is currently a one-year pilot trial for the self-declaration of pre-import approval for heat-treated pet food and feed for non-food producing animals manufactured in the European Union (EU). Under this trial, importers can start importing new products from the EU immediately after submitting the self-declaration.
Please submit a declaration for heat-treated pet food from the EU at https://go.gov.sg/petfoodregistration prior to the arrival of the consignment into Singapore.
Import of pet food and feed for non-food producing animals containing chondroitin sulphate, glucosamine, gelatine and/or collagen
If feed contains these ingredients, please provide a manufacturer's declaration stating whether they are of animal origin or synthetic. If the ingredients are derived from animal sources, please declare the common name and scientific name of the species. This will help us advise whether the species are CITES-listed or if further documentation is required.
Registration to import feed for non-food producing animals
Importers can register their company to import pet food and feed for non-food producing animals via GoBusiness Licensing Portal. This registration is not mandatory to facilitate import.
Please ensure that each consignment of pet food and feed for non-food producing animals are accompanied by Cargo Clearance Permit (CCP), which also serves as an AVS-issued import permit.
