Guidelines for Animal Shelters

Best practices for animal shelters
Currently, each animal shelter in Singapore operates guided by their internal practices and standards. However, they share a social responsibility and obligation to ensure the welfare of animals under their care.
The Guidelines for Animal Shelters were developed following a focus group session with animal shelters, veterinarians, and animal trainers in September 2024, and a two-month public consultation from 3 December 2024 to 2 February 2025 that gathered feedback from the wider community.
The Guidelines provide common standards and best practice recommendations to support good animal welfare practices across animal shelters and cover areas such as shelter management and animal housing, management, and health care.

If you are an owner, staff or volunteer of an animal shelter, the guidelines are a good resource for best practices for animal shelters.
