How to apply for a breeding group pet licence for cats and dogs

Pets kept for breeding or sale in pet breeding establishments
All cats/dogs that are currently kept in pet breeding establishments for breeding purposes have to be licensed under a breeding group pet licence via the Pet Animal Licensing System (PALS).
All cats/dogs aged nine weeks and above that are intended for sale by pet breeding establishments must be licensed under a retail group pet licence via PALS.
When a cat/dog is sold, pet breeding establishments are required to perform the transfer of licensing, be they to individuals or other pet businesses via PALS.
For step-by-step instructions for the following on pet licensing e-services, please refer to the Pet Animal Licensing System (PALS) user guide.

You must update your group pet licence via PALS if there are any changes to the licence owner and/or cat/dog details.
