Licensing conditions for pet shops

To enhance animal welfare and the professional standards of pet shops, pet shops have to adopt the guidelines set out by NParks/AVS and comply with the Conditions of Licensing.
The conditions vary depending on the types of animals sold and set out requirements relating to animal welfare, housing, care and the operation of the pet shop.
If you are applying for a pet shop licence, review the relevant Conditions of Licensing before designing or renovating your shop and before submitting your application, as the requirements may affect your shop layout and animal enclosures.

Pet Purchase Declaration (PPD) Form
Under the licence conditions, pet shops selling dogs, cats, and rabbits must assess whether their customers are suitable to be pet owners prior to the sale. This pre-sale screening process involves having both buyer and seller complete the Pet Purchase Declaration (PPD) form [PDF, 83KB] (opens in new tab).
Those buying a dog or cat will have to complete the online PPD via the Pet Animal Licensing System (PALS) (opens in new tab) when the retailer transfers ownership of the dog upon completion of the sale.
With effect from 1 Nov 2025, those buying rabbits are required to complete the E-PPD (opens in new tab) form using the SingPass app on their personal mobile phones or tablets.
