How to apply for a pet shop licence

The Licence for Pet Shop is issued by Animal & Veterinary Service to use a premise to keep or display pets for sale.

Before you apply

Before submitting your application, please ensure that you:

  • Are the sole-proprietor, partner or director of the company applying for the pet shop licence.

  • Have attended and passed the mandatory training on pet welfare and animal management conducted by course providers recognised by us.

  • Have reviewed the licence conditions (opens in new tab) for the animals you intend to sell

Mandatory structured training for pet shops

Pet shop operators must attend training on pet welfare and animal management to meet the high standards of professional competency demanded by their roles. These compulsory and structured trainings are conducted by course providers we recognise.

The certificate awarded upon successful completion of this Pet Care and Management training is currently valid for life.

How to apply for a licence to operate a pet shop 

You can apply for the licence to operate a pet shop online through our e-licensing website GoBusiness Dashboard (opens in new tab).

Step-by-step instructions on applying for a licence to operate a pet shop

Step 1:

Obtain the necessary approvals and prepare your business documents

Grant of written permission (for change in use of premises) from the Urban Redevelopment Authority (Development Control Division).

ACRA certificate or company’s bio-data printout from the Accounting and Corporate Regulatory Authority (ACRA).

Step 2:

Prepare and submit your application documents

Submit these documents through the GoBusiness Dashboard:

  1. Approvals and ACRA documents from Step 1

  2. A copy of your NRIC (front and back)

  3. Your Medisave Payable statement*

  4. A copy of the tenancy/lease agreement or Letter of Intent for the shop

  5. A layout plan of the premises

  6. An animal management plan with details relating to proposed animal housing, management and healthcare.

  7. Information on the source(s) of animals that you intend to sell

  8. Certificate of Completion showing that the applicant has attended compulsory training on pet welfare and animal management. The training must be conducted by course providers we recognize.

Step 3:

Have your premises inspected by us

Your premises must pass the inspection before your pet shop licence can be approved.

Do not display or sell animals before receiving your pet shop licence.

* Self-employed persons are required to contribute to their CPF MediSave Account, to ensure they have sufficient savings for their healthcare needs. Your licence application/renewal may be delayed unless you are up-to-date with your MediSave contributions – either paid in full or have an active GIRO arrangement with CPF Board. Fees and Processing

A non-refundable application fee of $94.50 (inclusive of GST) and licence fee of $126.00 are payable upon application.

Acceptance of application does not guarantee final approval.
