Pet Cat Sterilisation Support (PCSS) Programme
AVS’ initiative to support the sterilisation and microchipping of pet cats in lower-income households
The Pet Cat Sterilisation Support (PCSS) programme was launched on 1 September 2024 to support the sterilisation and microchipping of pet cats in lower-income households.
This is an early intervention to stem accidental breeding of pet cats within households and address downstream animal welfare issues and disamenities resulting from overpopulation.
The PCSS programme is fully supported by donations through the Garden City Fund, NParks’ registered charity and IPC, with contributions from individuals including Ms Dawn Kua and Mr Vincent Toe, Temasek Foundation, the Estate of Essery Gerald Stephen (executed by Dr Tan Hwa Luck), and corporate organisations such as MARS Petcare.
AVS collaborates with the Cat Welfare Society, the Singapore Veterinary Association and Temasek Polytechnic to conduct “Spay Days” - high-volume sterilisation events under the PCSS programme.

Eligibility Criteria
You qualify for assistance under the PCSS programme if you are:
a financial assistance recipient (e.g. MSF, CDC); or
a blue CHAS card holder; or
living in a rental flat (Public Rental Scheme).

Pet Cat Sterilisation Support (PCSS) Programme Grant
Through the PCSS Programme Grant, AVS aims to foster partnerships to encourage responsible pet ownership and mitigate issues related to cat overpopulation. Through this Grant, AVS provides funding support for the transport, sterilisation, microchipping, and pre-sterilisation boarding of pet cats.
The Cat Welfare Society has been appointed as AVS’ PCSS Partner. Veterinary clinics who wish to support the PCSS programme may contact AVS or CWS.
