Essential information on veterinary biologics

Veterinary biologics are any viruses, serums, toxins, and analogous products of natural or synthetic origin. Veterinary biologics include:
Genetically modified organisms
Diagnostics
Anti-toxins
Vaccines
Live and killed microorganisms
The antigenic or immunising component of microorganisms intended for use in the diagnosis, treatment, or prevention of diseases of animals and birds, or for purposes of research in animals or birds
Import, export or transshipment of veterinary biologics
National Parks Board (NParks) / Animal & Veterinary Service (AVS) regulates the import and transshipment of veterinary biologics. These activities can only be conducted if the required licensing and registration has been completed.
Exporting veterinary biologics does not require, an AVS-issued export licence.
There are four steps involved in bringing veterinary biologics into Singapore.
Step 1: The importer must be licensed to possess veterinary biologics.
Step 2: Each consignment must come with an AVS-issued import licence. Import licence requirements vary with type of veterinary biologic, namely:
Vaccines
Pathogens
Diagnostic kits
Genetically modified organisms
Step 3: Each consignment will undergo inspection upon arrival in Singapore.
Step 4: AVS will audit the licensee’s storage or research premises.
Requirements for import of genetically modified organisms
If you wish to import genetically modified organisms (e.g. viral genomes, microorganisms) for the purpose of research, you must seek approval from the Genetic Modification Advisory Committee (GMAC) first.
